Artery damage is much more serious than vein damage as the arteries contain high pressure blood coming from the heart. Damage to the vertebral artery would cause lack of blood flow to the brain as it connects with the circle of willis to feed brain tissue.  There could be any number of causes for damage to the artery. neck or head injury would be most likely.
